TCRA

The Tanzania Communications Regulatory Authority (TCRA) is a quasi independent Government body responsible for regulating the Communications and Broadcasting sectors in Tanzania. It was established under the Tanzania Communications Regulatory Act No.12 of 2003 to regulate the electronic communications, and Postal services, and management of the national frequency spectrum in the United Republic of Tanzania. The Authority became operational on 1st November 2003 and effectively took over the functions of the now defunct Tanzania Communications Commission (TTC) and Tanzania Broadcasting Commission (TBC) respectively.

TTCL

The Tanzania Telecommunication Corporation (Act No 12 of 2017)was signed by The President of United Republic of Tanzania on 28th November 2017 and was gazetted by the Minister for Works, Transport &Communication to be effective on 1st February 2018.

Tanzania Telecommunications Corporation is taking up the duties and responsibilities of the former Tanzania Telecommunication Company Ltd -TTCL which ceased to operate on 31st January 2018.

The key functions of the Corporation are to; a) Enhance safety, security, economic and commercial viability of national telecommunications services and telecommunication infrastructure through; i. Promotion of effective management and operation of telecommunications services. ii. Development, maintenance, promotion and management of telecommunications services ; and iii. Maintenance of safety and security of telecommunications infrastructure specified or determined in accordance with section 20 of Tanzania Telecommunication Corporation Act b) Plan build, operate and maintain the strategic telecommunications infrastructure proclaimed by the Government; c) Operate telecommunications services in accordance with the laws and prescribed procedures governing telecommunications services; d) Operate and maintain all types of telecommunications networks, including ICT systems and services within and outside the United Republic of Tanzania;

TPC

Tanzania Posts Corporation (TPC) was established in 1994 to provide a national posts services within United Republic, and a link between Tanzania and the world.

As a Designated National Public Postal Operator, TPC business and services Portfolio are segmented into;

Mails and Parcel Logistics, Courier and Express, Financial and Agency. ICT application services, as well as design, install and rent Private mail delivery boxes and bags, design, production and sale of philately products and other retail services which include sale of stationery and equipment for office and school use.

UCSAF

The Universal Communications Service Access Fund (UCSAF) was established under the Universal Communications Service Access Act; Cap 422 which was assented by the President of the United Republic of Tanzania in January 2007. Under the Act, the Minister responsible for communications published Regulations which govern the operations of the Fund came into force in April 2009. The Fund has a Ten (10) Member Board which was inaugurated in November 2009. However, the Board appointment was not complete, as it did not have the members representing private sector. The private sector representatives were appointed in October 2010.

The Government of Tanzania has taken initiative to ensure that communication as a universal right is accessible to its entire population; the Fund was established to facilitate access to communication services. While it is the responsibility of private entities to provide communication services, the Government came to realize that not all areas in the country could be economically viable for provision of communication services, the Fund came to existence to ensure that even those areas which are economically unviable have access to communication services (ICT, Postal and Broadcasting).

ICTC COMMISSION

The Information and Communication Technologies (ICT) Commission is established by the Presidential Decree Government Notice (GN) No. 532 published in the Government Gazette No. 47 Vol. 96 dated 20th November, 2015. Genesis of the Information and Communication Technology (ICT) Commission is the National ICT Policy 2003 approved by the Government in March 2003 that directed to establish a body in the institutional framework of the sector to coordinate and facilitate policy implementation in the country.

The current National ICT Policy approved by the Government in May 2016 also mandates the ICT Commission a role of coordinating and facilitating implementation of national ICT initiatives countrywide. This will be done through promoting the ICT sector, recognizing and build capacity and skills of ICT Professionals, providing foresight and trends in ICT through research in collaboration with ICT stakeholders and, foster strategic investment in ICT.
