Objective

To provide expertise and support in the management of four modes of transport services (road, railway, air and maritime) and meteorology services.

Functions

i) To develop, monitor, evaluate and review transport policies, legislations, regulations, guidelines and standards for improving efficiency and making transport sector more responsive to the present and future requirements of the country.

ii) To facilitate the management of surface, maritime and air transport;

iii)Monitor and evaluate the operational performance agreements between the Ministry and transport implementing authorities/agencies;

iv)To assess financial performance of transport sectors including authorities, agencies and institutions, role of Government/financial institutions in financing acquisition and suggesting alternative measures of financing and resource mobilization for improvement and development of transport sector

v)To formulate and submit national master plan for transport development to the government; and to coordinate the implementation of local master plan for transport development in accordance with the national master plan;

vi)To oversee and facilitate the provision of meteorological services and civil aviations;

vii)To facilitate implementation of international conventions, protocols and agreements regarding transport sectors

viii)Facilitate training and professional development of transport professionals;

ix)To oversee and facilitate Training Institutions under the Transport sector; and

i)Initiate/formulate and review policies and strategies for the development of road transport services;

ii)Oversee and coordinate performance standards related to road transport services;

iii)Initiate and take part in conducting specialized studies that seek to predict future road transport conditions in various transport areas;

iv)Monitor and evaluate road transport performance;

v)Facilitate in the restructuring, divestiture, commercialization and privatization of Parastatals in the road transport sub-sector;

vi)Coordinate, evaluate and participate on development corridors issues;

vii)Liaise with national, regional and international organizations responsible for road transport;

viii)Coordinate preparation and review of urban transport master plan;

ix)Facilitate bilateral and multilateral road transport services agreements;

x)Monitor training institutions related to road transport to ensure compliance to the standards of training;

xi)Initiate ratification and acceding to International Conventions, Protocols and agreements regarding Road Transport;

xii)Monitor and evaluate the operational performance agreements between Ministry and road transport implementing agencies.

xiii)Initiate formulation of policies and programmes for enabling the growth of professionals in the sub – sector;

xiv)Coordinate all issues related to various road transport activities in collaboration with relevant institutions;

xv)Facilitate the creation of employment in the transport sector to eradicate poverty and increase the income of Tanzanians.

Railway Transport Services Section-Sehemu ya Huduma za Usafiri wa Reli

This section will be led by an Assistant Director and will carry out the following activities:

i)Initiate, formulate and review policies and strategies for the development of railway transport services;

ii)Oversee and promote the performance of railway companies, authorities and agencies;

iii)Advise on new investment requirements on the sub-sector and prepare proposal for the mobilization of financial resources;

iv)Facilitate the establishment of Urban Commuter trains operations;

v)Initiate and participate in the preparation and review the national railway master plan;

vi)Initiate and take part in conducting studies that seek to predict future railway transport conditions in various transport areas;

vii)Oversee and coordinate performance standards related to Railway transport services;

viii)Participate in the restructuring, divestiture, commercialization and privatization of Parastatals in the railway transport sub-sector;

ix)Initiate regulatory and legal framework on railway transport;

x)Monitor and evaluate the performance of railway transport services;

xiii)Analyse and advise on annual business plans and budgets for railway operations and development;

xiv)Coordinate all issues related to various rail transport activities with relevant authorities;

xv)Prepare proposals for mobilization of donor financial resources for railway investments;

xvi)Initiate ratification and acceding to International Conventions, Protocols and agreements regarding Railway Transport;

xvii)Facilitate the creation of employment in the transport sector to eradicate poverty and increase the income of Tanzanians.

Maritime Transport Services Section-Sehemu ya Huduma za Usafiri wa Majini

i)Initiate/formulate and review policies, regulations, legislations, guidelines and strategies for ports, terminals, inland waterways and shipping services;

ii)Initiate ratification and acceding to International Conventions, Protocols and agreements regarding Maritime Transport;

iii)Monitor and evaluate the performance of Authorities, Agencies, Companies rendering ports and commercial shipping services;

iv)Participate in the restructuring, divestiture, commercialization or privatization of Parastatals in maritime transport sub sector;

v)Analyze and advise on annual business plans and budgets for ports and shipping operations prepared by the relevant institutions;

vi)Liaise with national, regional and international organizations responsible with ports and shipping services

vii)Monitor training in the sub sector to ensure compliance to the existing national and international standards of education and training;

viii)Initiate and negotiate the Bilateral and Multilateral agreements regarding ports and commercial shipping services with various countries and Institutions;

ix)Initiate Policies and Programmes for enabling the growth of professionals in the sub sector;

x)Coordinate, facilitate and review the ports master plan;

xi)Facilitate the implementation of merchant shipping Act 2003;

xii)Facilitate the creation of employment in the subject to eradicate poverty and increase the income of Tanzanians.

Air transport and Meteorology Services Section-Sehemu ya Huduma za Usafiri wa Anga na Hali ya Hewa

iv)Adopt and supervise implementation of International conventions, protocols and agreements in civil aviation and meteorology;

v)Monitor and evaluate the operational performance agreements between Ministry and air transport and meteorology implementing agencies;

vi)Initiate and participate on negotiations on Bilateral and Multilateral Air Services Agreements (BASA’s) between Tanzania and other countries;

vii)Initiate and advise on investment requirements on air transport and meteorology;

viii)Initiate development of new airports/aerodromes and meteorological centers;

ix)Analyse and advise on Annual Budget, Business Plan and Strategic Plan for public institutions and agencies in the air transport sub sector;

x)Monitor and evaluate the performance of authorities, agencies and Parastatals providing air transport and meteorological services;

xi)Initiate Policies and programmes for enabling the growth of professionals in the sub-sector;

xii)To promote training of air transport professionals in air transport and meteorology;

TRANSPORT INFRASTRUCTURE DIVISION-IDARA YA MIUNDOMBINU YA USAFIRI

Objective

To provide expertise and support in the construction, development and maintenance of transport infrastructure namely airports, railways and ports.

Functions

i)To initiate, formulate and review policies, guidelines and standards for railways, port and airport infrastructure development and maintenance;

ii)To organize Quarterly Performance Review Meetings for different transport sectors to monitor progress of transport sector projects according to Plan, priorities and targets.

iii)To carry out technical audit on development and maintenance programmes of transport projects;

iv)To monitor railways, ports and aerodromes construction services;

v)To develop applications and guidelines for women participation in public works;

Ports Infrastructure Section-Sehemu ya Miundombinu ya Bandari

Rail Infrastructure Section-Sehemu ya Miundombinu ya Reli

TRANSPORT SAFETY AND ENVIRONMENT DIVISION-IDARA YA USALAMA NA MAZINGIRA

Safety and Environment Division will be led by a Director and comprise two (2) sections as follows:

Transport Safety and Security Management.

Transport Environment and Social Management

Objective

To ensure that transport services as well as their infrastructures are provided according to safety and environment standards.

Functions

i)Ensure activities of transport sector are aligned with and adhere to safety, security and environment standards;

ii)Facilitate the implementation of safety, security and environment matters;

iii)Initiate and review policies, legislation, regulations, guidelines, technical standards and specifications on transport services and their infrastructures regarding safety and security;

iv)Monitor and evaluate the implementation of safety, security environment protection measures in the transport sector;

v)Conduct investigations of aircraft accidents and serious incidents as well as safety researches with a view to the preservation of life and the avoidance of accidents in the future;

vi)Adopt and supervise implementation of International conventions, protocols and agreements on safety, security and environment in transport sector; and

vii)Facilitate the creation of employment in the subject to eradicate poverty and increase the income of Tanzanians.

Transport Safety and Security Section-Sehemu ya Ulinzi na Usalama wa Usafirishaji

ii)Evaluate and monitor safety and security policies, legislations and standards in roads, railway, maritime and air transport;

iii)Initiate and coordinate safety and security awareness in the transport sector;

iv)Liaise with regulatory authorities on issuance of Information Circulars arising from the findings of the accident investigation;

v)Facilitate studies on safety and security issues and evaluate performance contracts in the transport sector;

vi)Coordinate the preparation of transport safety and security education curricula for training at various levels;

vii)Formulate guidelines and procedures for traffic management data on transport safety and security;

viii)Monitor and evaluate safety of the transport operational performance within the sector by carrying out safety audits in collaboration with respective agencies;

ix)Oversee implementation of search and rescue operations;

x)Investigate aircraft, road, railway and maritime accidents;

xi)Conduct safety research necessary for the prevention of accidents and incidents in transport sector;

xii)Supply the transport industry with safety information in form of Accident Bulletins, Preliminary Accident Reports and Final Reports for the purpose of accident prevention; and

xiii)Monitor and evaluate the implementation of safety and security recommendations made in accident reports and advise accordingly.

Transport Environment Section-Sehemu ya Mazingira na Huduma za Jamii

i)Advise, prepare and review the policies of the Government on the protection and management of the environment;

ii)Prepare specific strategies, guidelines and regulations for environmental management for the transport sector;

iii)Liaison with relevant institutions on matters involving environment and all matters with respect to environmental compliance;

iv)Develop and review environmental guidelines for the transport sector;

v)Promote public awareness on transport environmental issues through educational programmes and the dissemination of information;

vi)Oversee the preparation and implementation of an Environment Impact Assessment for investments in the transport sector;

vii)Prepare and submit bi-annual report on the state of environment and measures taken by the Ministry; and

viii)Initiate studies in the transport sector regarding environmental issues related in the sector.

ADMINISTRATION AND HUMAN RESOURCES MANAGEMENT DIVISION-IDARA YA UTAWALA NA RASILIMALI WATU

Objective

To provide expertise and services on human resource management and administrative maters to the Ministry.

Functions

i)To advise the Permanent Secretary on administrative and human resources matters;

ii)To provide strategic inputs on management on Administration and Human resources Management issues such as recruitment, human resources development and training, promotion, discipline, retention, motivation, performance management and welfare;

iii)To ensure optimal management of human resources in the Ministry;

iv)Provide link between the Ministry and the President’s Office Public Service Management on operationalisation of the Public Service Management and Employment Policy and relevant Public Service Acts;

v)To provide data support and up-date records on various Human Resources information;

vi)Advise the Permanent Secretary on administrative and human resources matters;

vii)Collect, analyse, store and disseminate data and information related to human resource development plans;

viii)Provide all management services and organization development; and

ix)Process terminal benefits and leave.

Administration Section-Sehemu ya Utawala

Human Resources Management Section-Sehemu ya Rasilimali Watu

POLICY AND PLANNING DIVISION-IDARA YA SERA NA MIPANGO

To provide expertise and services in policy formulation, implementation, monitoring and evaluation.

Functions

i)To coordinate preparation of ministerial policies and monitor their implementation and carry out their impact assessments;

ii)To analyse policies from other sectors and advise accordingly;

iii)To coordinate preparations and implementations of ministerial plans and budgets;

iv)To carry out monitoring and evaluation of the ministry’s plans and budgets and prepare performance reports;

v)To carry out research, assessments and evaluation of ministerial plans and provide a basis for making informed decisions on the future direction of the Ministry;

vi)To encourage and facilitate the provision of services by the Private Sector in the Ministry;

vii)To coordinate preparations of Ministerial contributions to the Budget Speech and Annual Economic Report;

viii)To institutionalize strategic planning, budgets and monitoring and evaluation skills in the Ministry; and

ix)To ensure that ministerial plans and budgets are integrated into the government budgeting process

Planning and Budget Section-Sehemu ya Mipango na Bajeti

vi)Participate in analysis of outsourcing of non-core functions (Private Sector Participation).

Monitoring and evaluation Section-Sehemu ya Usimamizi, Ufuatiliaji na Tathmini

i)Monitor implementation of the Ministry’s Annual Plan and Medium Term Strategic Plan;

ii)Prepare periodic performance reports;

iii)Collect study and analyse statistics needed in the formulation and implementation of policies, plans and budgetary proposals;

iv)Provide inputs in preparation of plans, programs and budgetary activities in the Ministry including establishment of performance targets and indicators;

v)Provide technical advice including institutionalization of M&E process;

vi)Undertake research and impact studies of plans, projects and programmes undertaken by the Ministry;

vii)Undertake service delivery surveys to collect stakeholders/clients views on services rendered and advise management accordingly;

viii)Coordinate mid-year and annual performance reviews; and

ix)Monitor performance of Executive Agencies under the Ministry.
